For all your "who is this chick and why is she throwing lightning bolts around" needs, here's the rundown on everyone's favorite Mistress of the Airwaves, Livewire! (note: title does not reflect the opinions of anyone but Livewire, because they're lame).

Character name: Leslie Willis, but she answers to Livewire now.

Series name: Easiest to just say "DCAU" due to show transitions. But to be specific, she's from Superman the Animated Series & The New Batman/Superman Adventures

Species: Metahuman

History:
⦁ Started off as a popular shock jock in Metropolis with a well-known hatred for Superman. Lex Luthor is among her many fans.
⦁ Decides to throw a big outdoor bash to celebrate three years of being on the air despite a massive storm rolling in.
⦁ Metropolis PD shows up to shut the whole thing down.
⦁ Superman has to get involved, because for some reason a bunch of police showing up to shut down a big bash attended by anti-authority types nearly starts a riot. As he is not the image of a hip, young anti-establishment figure, his efforts at defusing the situation also meet with failure.
⦁ Mother Nature's efforts do not. Turns out lightning strikes are way better at dispersing a crowd than asking nicely.
⦁ Superman saves Livewire from electrocution. For all of like six seconds, because she steps on the same cable he's on when he gets a gazillion volts of nature's fury. He then flies her sizzled butt to the hospital, because he's allegedly some sort of hero or something.
⦁ Livewire survives, and also discovers she has superpowers to accompany her newly altered appearance. Which is neat! But she's still mad about the whole thing and decides that she's gonna have to kick Superman's butt.
⦁ After escaping from the hospital and flying around town in a hospital gown, the first thing she does is use her new mastery over electricity to create a costume for herself by ionizing the particles in the air around her. Because science. Nothing about that particular ability makes sense, but then again, neither does living in a city where some guy in long underwear can bench press a jumbo jet and shoot lasers out of his eyes.
⦁ Once she's dressed herself up like a hair-metal showgirl, Livewire makes good on her plan to make sure Superman gets lightning'd right in his big dumb face. Also Livewire holds the city for ransom by taking over the electrical grid, because of course she does. She is later apprehended after trying to recharge at a hydroelectric dam.
⦁ Livewire makes a full recovery after Lex Luthor pays for the entirety of her care (because of course he did). She is then moved to her very own cell at Stryker's Island. She even has her own prison wing, where no electronic devices are permitted inside! Surely this is an arrangement that will never end badly for anyone.
⦁ The freaking janitor brings an electronic device past the security checkpoint, because big warning signs and an entire wing devoted to holding ONE prisoner apparently wasn't reason enough to exercise a little caution. Predictably, this leads to her escape.
⦁ Livewire attempts to kill Superman a second time. Also gives a cop one hell of a smooch. It was a weird day.
⦁ Livewire continues to make Poor Life Choices, and breaks Parasite out of prison. She continues to partner up with him despite him being a Massive Creep.
⦁ Obligatory moment of "curse your inevitable betrayal!" when Parasite KO's Livewire by stealing her powers right when they've got Superman on the ropes.
⦁ A freshly incapacitated Livewire is sent to Gotham City to a new facility that's sure to hold her this time. She escapes in transit and promptly picks a fight with Batgirl.
⦁ Livewire also figures out she has exactly no idea where the hell she is because she's never been to Gotham before, and forms a partnership with Poison Ivy and Harley Quinn via their toaster. It is unknown just how many other toaster-related entrances were made before she found the right address, as there is most definitely not a Yellow Pages for small kitchen appliances.
⦁ Following a narrow escape from a shopping mall break-in that was ruined by the arrival of Batgirl and Supergirl, the trio decide to lay low at the Iceberg Lounge. Their bickering (and Livewire's name calling) results in Penguin trying to kick them out. The trio then decided to resolve their differences through a team building exercise called "Destroy The Iceberg Lounge."
⦁ Fresh off the friendship high that resulted from their little bonding experience, the trio decide to set a trap for the super sidekicks. Things start to go downhill fast, but she'd have to say the real low point was when Ivy's unintentionally dumped a bunch of water on her. Livewire is then arrested again.
⦁ Janitors in Gotham must know how to pay attention to warning signs, because Livewire never got around to performing a prison break hat trick.

Personality:
⦁ Rebel, Rebel: Livewire is not a fan of authority. Even before getting superpowers, she launched a career on speaking out against The Man and railing against authority figures (Superman being her favorite target). This has not diminished at all since she earned her powers. While she may be less prone to public ranting on the subject, she also tends to behave in typical "the laws don't apply to me" supervillain fashion.
⦁ Live Wire: Unlike a lot of villains, she's really not out to send any particular message or undertake any sort of widespread societal transformation. She's in this for kicks. It's undoubtedly why she puts so much showmanship into her outbursts- she's out to entertain herself first and foremost, settling scores or smacking down anyone who tries to ruin her good time is pretty much secondary. Consequently, she also tends to keep her power output to non-lethal levels unless she actually has some reason for wanting that particular person dead. She may hand out high voltage abuse like candy, but despite the number of victims of said abuse, the number of people she's actively tried to kill with her powers can be counted on one hand (and the success rate is "zero" to boot).
⦁ Crazy, Crazy Nights: Just because she no longer has a radio show doesn't mean she's stopped being an entertainer. In addition to engaging in villainy for her own amusement, she behaves like an entertainer. She'll crack jokes, banter a bit, even make some small talk with the "little people" she's terrorizing- or the heroes trying to stop her from doing just that. Not surprisingly, this also leads to her handing out nicknames left and right, though she also has a habit of affectionately referring to people in the most informal of ways ("babies" and "babe" are two big ones). Depends on just how much attention she feels like devoting to them at the moment.
⦁ Talk Dirty To Me: She's also got a habit of being a little flirty when the mood suits her- usually to no practical end aside from entertainment. After all, it's not like it'd lead anywhere more promising than a playful wink or the occasional seductive pose. As she's put it before, she's basically pure energy now- fooling around is the sort of activity that ends with someone in the hospital.
⦁ Looking Out For #1: What with her being incredibly self-absorbed and all, it should come as no surprise that Livewire doesn't always play well with others. Not even when it might be hazardous to her own health to not boss people around. She ordered Parasite around like a lowly intern despite the very real threat he posed to her, and it's unlikely that's just due to the nature of his powers being an unknown to her (what with him already making his public debut as a supervillain before she did and all). Even when dealing with the likes of Poison Ivy- in a city where she was unfamiliar with everything from the villainous power dynamics to just the general layout of the city itself- she was incredibly demanding. Any attempts to work with her are the sort of affairs that tend to lead to a person tearing their own hair out due to her insufferable ego and terrible attitude.


Abilities:
⦁ Electricity Manipulation: Not only can she manipulate the flow of electricity to recharge herself, but she's pretty darn good at chucking lightning blasts. Or electrifying the heck out of anything (or anyone) she touches. She can do everything from your standard lightning blasts, to making a big Electrical Orb Of Doom, and even supercharge her fists with electricity to give her punches extra oomph. She can also somehow hurt people not in contact with the ground with said blasts.
⦁ Electrical Being: While she sort of exists in a vague gray area called "nobody freaking knows" when it comes to her physiological state, a few things are known. For one, she can turn her entire body into a mass of electricity and zap herself into any electrical device, and from there move on to the power grid at large, unnoticed or otherwise. For example, she once went from a room's PA system to a portable tape recorder with no one being the wiser. While existing as a solid being, there's still definitely something to all her boasting about being "pure energy"- getting her soaking wet causes her to short out and rapidly lose any stored electrical charge she might have accumulated. She'll lose the charge pretty violently too, so it's best to do so from a safe distance, because if that discharged current finds you, it will hurt. A lot.
⦁ Technological Manipulation: Once in a system, she's in control. While she's never been shown specifically using her abilities to hack a database, that's probably not out of the realm of possibility for her. The only real thing stopping her is probably the lack of motivation to bother learning how- the most she's ever done is use her powers to convince an ATM to start spitting out all the money inside or shut out any attempts to control the device she's influencing.

She can control and manipulate a nearly limitless array of devices this way, from projecting "live" images of herself through television screens, to printing out images of herself on random printers- in short, if it runs on electricity in any way, she can take it over. And her awareness of what's happening on any network under her control is virtually limitless- she was even able to know when someone tried changing the channel while she was addressing all of Metropolis, identify that specific television set, and send a shock through it in retaliation. Even wireless communications are vulnerable to her influence.

For the sake of avoiding game-breakage and/or causing ratings to plummet by dropping spoilers or flying ships into the nearest sun, her augment will come pre-packaged with a function to keep this particular aspect of her abilities in check. No snooping for information on the hosts or accessing the show itself (beyond what anyone could achieve WITHOUT her powers, anyway), no taking over the systems of the HS Marsiva, and she will be unable to directly take over the more important functions of any ship in the fleet (so for example, no taking over the navigation, but she could still be a total brat and just lock someone in their bunk or the kitchen/mess if she was already mucking about in the ship's systems).

(NOTE: Per mod discretion, she cannot use the comms network to zap herself between ships in the fleet. She can only hop ships if they're touching / connected to one another.)

⦁ Charge: Livewire's powers and physical attributes all depend on just what sort of charge she's sporting at the moment. With enough stored power, she can actually *physically* fight Superman- at one point she was straight up speared by the Man of Steel through a few feet of reinforced concrete and was no worse for wear. If her charge is running low enough however, her own hardiness and strength will be a lot closer to that of a baseline human, and a tired one at that (Batgirl even once punched her out with a single blow after negating her electrical charge). Her charge also dictates just how far a reach she has over other electrical devices in the area. In short, a high charge means a much larger area of effect, a low charge means her range is limited to smaller feats within much closer proximity. It should be noted that electricity has also pretty much taken over as her only physiological need- no sleep, no food, no hydration (ESPECIALLY not that), all she needs is electricity. Whether or not she even needs to breathe anymore is also hard to say, since she has no way of doing so inside an electrical system, but survives just fine anyway over long stretches of time.
